i plan on flying from Texas to Ohio soon and want to bring both my PS3 and laptop with me as a carry on. Am i allowed to bring both of them as a carry on without any extra charges? The PS3 will be in my luggage with all my clothes and the laptop will be in the laptop case. Since the PS3 is in my luggage, would it count as a third carry on?

You can carry them on, but they have to fit in a carry-on suitcase [size restrictions - see your airline's website for details] and your one "personal item" [e.g. laptop case or backpack]. Security will definitely have to see the laptop [you'll have to put it in the bin with your shoes, keys, phone, etc.] and, most likely, the PS3 also. They sometimes want to take these and turn them on to ensure that they are actually what they look like they are and not some type of explosive device.
